They look like swallowtail butterflies but I have no idea what they are doing.
What cool photos, Deb. They look like Zebras(striped ones) and maybe black phase Spicebush's. And, I've read that they like the salt(or alkline something) in concrete. Another possibility is that they're sunning on the warm concrete, but I'll bet it's the feeding they found.
Maybe some of the Butterflies of Brazil from the Krohn Conservatory show got out and decided to visit? ha ha
